First 18 Months Has Been A Real Bell-Ringer

 
Wentzville has some serious problems, everyone including the aldermen realize it, so why is it that seemingly no one is trying to solve them? First off, Mayor Nickolas Guccione cannot do anything because he's clueless, not because he doesn't have the authority to step up and do something, but because he is seriously clueless. He can hardly read a resolution, does anyone really think he reads anything that comes across his desk? The answer to that is: absolutely not!
 
We have Aldermen who are micro-managing the city because Guccione is clueless. We have high ranking city employees who have left and are still leaving Wentzville at an alarming rate because Guccione is clueless. Management is having difficulty communicating with Guccione because he doesn't, or chooses not to, comprehend what they are telling him–he is clueless. I've got to tell you, I don't know how much longer this will be allowed to go on before Wentzville implodes under the inept hand of Mayor Nickolas Guccione.
 
Lots of folks think I'm picking on poor, poor Nickolas again, to that I say horse pucky! I have too much respect for Wentzville to have it driven into the ground by some North County Socialist blow-hole who's only claim to fame is getting elected. Incompetence, and negligence of duty used to be sufficient reasons to have anyone removed from office. Start the damn process, whatever it is! Several friends have told me that I need to lighten up on Guccione. Ok, I'll just state the facts:
 
So what has Mayor Nickolas Guccione chosen to do since being elected almost 18 months ago? Our mayor, Nickolas Guccione was pardoned by the outgoing mayor for crimes against the city during the election of 2012. Nothing was done. For the last several months he's been knocking on doors campaigning for his next election while trying to get some new initiatives to claim for his own. So far his initiatives have been; trying to get Pearce Blvd. renamed to Martin Luther King Blvd., instead of trying to get a new City Administrator to replace the one he had fired. He flexed his new-found muscles, proving to the city that he is the almighty with his  relentless "It's my appointment, it's my appointment, it's my appointment" speech, and at the same time firing the Public Works Director to cover for his own negligence. He abused his executive power when he pardoned a retail owner for not filing for its liquor license on time saying; "It was kinda like an emergency." That alone should have rung the bell in the stupid booth. He tried to have everyone pay a $28 tax to pay for a few people every year whose sewer or water laterals break. Once from the dais, he told citizens that he wanted stricter gun laws in Wentzville, that ought to be a party. Now he's railing for "double fine zones" that Wentzville cannot possibly enforce. He should be in his office solving the problems we have today, not out on the streets campaigning or digging up more costly lunacy to bring to the board, in the name of; "the will of the people."

The city is missing a City Administrator, an Economic Development Manager, and two key engineers who were assigned to parks projects. The Purchasing Director has handed in his retirement papers and I believe they still need to replace the assistant finance director and accounts payable manager. So, what's going on? Mayor Nickolas Guccione is out walking the streets drumming up votes for his next election and along the way, bringing more, "will of the people" items to present to the board. I ask this board: What is the job of a Mayor? Is it necessary for the board to micro-manage the city? What the hell is Guccione supposed to be doing if not keeping his staff intact.
 
In a past life I had a manager once who would "promote someone out of a problem." When he ran into some middle-management incompetence he would promote the problem employee laterally and remove them from the flow. It's too bad we can't do that with Guccione. Since this board of aldermen chose not to have Guccione brought up on charges, or penalized in any way, for his ethics violations during the election of 2013, a great number of citizens are disgusted by their lack of action. It almost seems like they don't really care that we have someone sitting in the main seat of our city who is clueless. They seem to be content with having a leader of our city do nothing! Citizens should be afforded aldermen who are responsive to a mayor who is clueless.

So now, If you still think I'm picking on poor, poor Nickolas, tell me what I've stated that isn't true! And then tell me what he is doing to fix the many problems he has avoided in the performance of his duties. One thing for sure, Mayor Nickolas Guccione is on target to go down in the history of this city as the worst it has ever seen.

  1. Your list is a good start, but what about ward 3 alderman, Michaeal Hays? He is the spitting image of Guccione when he was an Alderman. Hays has done absolutely nothing since being appointed over nine months ago. He's started missing meetings because his job is taking him other places, I wonder how much of the material presented to him is actually read. At least I believe he can read, unlike Guccione.

    I noticed on your poll that Hays has 5 people who think he's the most effective alderman on the board, whereas Shryock has none. Hays must have a bigger family.

The job of an Alderman is thankless and those who are in that position knew that as public servants they would have to compromise their personal lives and 9-5 jobs in order to even try to be effective. it should be like in the real world of missing meetings 3 absences and you get replaced. Why can't that happen here??
      Other Aldermen at least make meeting s by phone. IF THEY CARE THEY WILL BE THERE!

    2. Exactly how many meetings has Alderman Hays missed sinc he was annionted and then elected. He must hold the record for absences and not doing anything. Can we get a actual count of meetings missed or is that secret mayorial data retained only in executive sessions????

  2. nick is never in city hall long enough to read anything. do you think he reads city materials at home, or while he's cutting up chickens? I wonder if his wanting to run for the missouri state house of representatives isn't because the city is crumbling around him and he knows he needs to get out of town. afterall, it's more honorable to get elected to a higher office than to be forced out of a lower one.

  4. I guess I'm confused. All this focused negativity on the mayor yet he is functioning at the mayor and the city administrator while working only evenings ( and Wednedsay Board Meetings) it looks to me like the city doesn't need an administrator to run. Why spend 100 k of my money for one? If the aldermen are micromanaging the departments why are we paying department heads., it appears everyone is new and the mayor and aldermen have more experience than any employee. It's apparent the aldermen don't think a formal education is important. I think they're all citidots!!

If the Aldermen are doing the jobs of city dept managers/employees isn't that a legal problem og getting paid for one job(Alderman) and doing other city jobs or assisting other employees to do theirs but not getting compensated for other work. I believe we need the City Attorney to explian the laws here to us here. Can we get a reading from here on this or at least weigh in with his opinion???

  5. One problem with the board taking action against, or contradicting Gooch is that he always plays the "You're making this political" card. What a cry-baby! Gooch, stand up and grow a pair, argue the issues not the politics.

    What an Interesting question and it is correct to say - It is the "Will of the People" to have their elected mayor doing what a mayor is supposed to do.

    In the Wentzville Code Book (by the way it is available on the City's website for all to read), Article 1, Section 110.010 reads: "The Mayor and the Board of Aldermen shall have the care, management and control of the City and its finances .........."

    I stopped here and will leave this challenge to all readers, Mayor supporters, and concerned wentzville residents. During the City's budget meetings keep count of when the Mayor discusses, questions, or provide detailed conversation as related to the proposed budget.

    Your Mayor as per the Board of Aldermen Meeting Minutes for fiscal years 2007, 2008, or 2009 did not ask a single question related to any proposed budget. I have not reviewed 2010 - 2012 but will.

    I have watched your Mayor closely and it does appear he is unable to read or interpret a Financial Balance Sheet or other financial documents.

    So Mr/Ms Anonymous 9/8/2013 at 9:51 AM please respond and tell me how can the Mayor carry out the "Will of the People" as per the City's Municipal Code, Article 1, Section 110.010 when it is the Mayor's responsibility in having the "Care, Management and Control of the City's finances" when he is incapable of reading, interpreting and understanding the City's finances.

    There are consequences for any City employee or elected official for "refusing to qualify" for their position.

    1. I challenge the Aldermen to have this satement read - for the public record -during the OPEN FORUM during the next meeting. The residents call weigh in but it needs to come from the Aldermen who are elected by the residents and are their representatives.
      THOSE WHO CARE WILL BE THERE for us!

    2. If like you say the Mayor's responsibility in having the "Care, Management and Control of the City's finances." What can or should be done if he's found incompetent?
